TWAIN HARTE DESIGN
GUIDELINES UPDATED 2006
The original Twain Harte Design guidelines created in 1989 have
been revised. The first review in March '06 by the public was
sponsored by the County Community Development office; the 2nd
public review for comments is scheduled for April 18, 2006 in
the Chambers of the County Board of Supervisors in Sonora. The public
can obtain copies of the document on line. So far, the revised
guidelines have been influenced to-date by Twain Harte Area Chamber
of Commerce representatives, two local contractors, the Twain
Harte Homeowners Board and reviewed at several public meetings.
The guidelines were approved by the Tuolumne County Board of
Supervisors April 2006.
CRITERIA FOR
DESIGN REVIEW PERMIT
Within any Design Review Combining (D) District, a Design
Review Permit must be secured before any structure may be
erected, structurally altered or changed in character or
appearance. This includes exterior remodeling, attached
and detached signs, and similar structures. The permit will
specify in detail the type and amount of said alterations or
changes proposed.
Twain Harte is one of six "D" Districts and the Design Review
Committee has jusrisdiction over it. Members of these
Committees are appointed by the Board of Supervisors , and "Members
must live within the Twain Harte planning area", says Committee
Member Dave Holton. The Twain Harte Design Review (THDR) Committee
meets on the second Monday of each month at 7pm in the THCSD
Conference Room, 22933 Twain Harte Drive. The County
Planning Department has booklets of architectural guidelines on
file that were prepared especially for Twain Harte to assist
applicants in choosing a design that is compatible.
APPLICATION REVIEW PROCESS
An application for Design Review Permit is submitted to the
Planning Department or Building Department in Sonora (not
to the Design Review Committee), accompanied by a site plan and
other items as detailed by the county. The
Planning Director may require additional information deemed
necessary for evaluation of the project.
Upon acceptance of a complete application for a
Design Review Permit, the Planning Department or Building
Department shall refer it to the THDR Committee. In
reviewing the application, the Committee shall consider that the
design of the proposed development conforms to all applicable
architectural guidelines adopted for Twain Harte. They may
suggest conditions or changes in the plans. A
recommendation to approve or deny the permit shall be made by
the Design Review Committee within 30 days of receipt of a
completed application. The Area Planning Commissions have
the authority to approve, conditionally approve or deny the
permit.
Upon receipt of the recommendations of the Committee, the
Planning Director shall approve, conditionally approve or deny
the permit. Any application for a Design Review Permit
shall be deemed approved if the Director fails to make a
decision within 45 calendar days from the date the application
was accepted as complete and if said permit otherwise conforms
to applicable State Laws and County Ordinances.
No building permits shall be issued for
structures in ":D" districts for which a Design Review Permit
has not been approved.
